News http://putnamsheriff.org/news News releases from PCSO en-us Jail Inmate Suffocates Himself in Cell http://putnamsheriff.org/blog-72-jail-inmate-suffocates-himself-in-cell Palatka, FL: At approximately 1:05 am on Thursday September 18, 2014, corrections deputies discovered 39 year old inmate Timothy Lawrence Walrath unresponsive in his cell at the Putnam County Jail. They immediately initiated lifesaving efforts and called rescue which responded and transported Walrath to the Putnam Community Medical Center where he was pronounced deceased. The ensuing investigation revealed that Walrath became upset upon learning from his attorney that he was potentially facing a prison term for his charges of aggravated battery with a weapon. Walrath waited until after lights out at approximately 11:00 pm and then fashioned a length of bed sheet into a makeshift rope and used it to quietly asphyxiate himself while his cellmate was sleeping. Interviews of the cellmate and inmates from surrounding cells indicate that no one heard or knew anything about the incident prior to it occurring. Corrections personnel had no prior indications that Walrath had intentions of harming himself.

Hermits Drive in Satsuma is Location of Armed Standoff http://putnamsheriff.org/blog-66-hermits-drive-in-satsuma-is-location-of-armed-standoff Satsuma, FL: On Friday September 5, 2014 at approximately 11:15 pm, deputies responded to 222 Hermit Drive in Satsuma in reference to a report of multiple shots being fired from that residence. As they approached the house to make contact with the occupants, a white male opened fire on them and barricaded himself in the house. One deputy returned fire but neither the deputy nor the suspect were hit. In addition to firing at the deputies, it was determined the suspect had already fired shots into a neighboring home, a vehicle and a boat as well as firing multiple shots into the residence he was occupying at 222 Hermit Drive. It is believed that he fired shots from at least three different calibers of weapons to include a .22, a 30.06 and a shotgun. The Putnam County SWAT Team and Rifle Security Team responded and began evacuating citizens from neighboring homes and transporting them to safety in a Sheriff’s Office wheeled armored vehicle. Two adult males, one adult female, and one male child were moved to a safe location out of the line of fire from the residence. Sheriff’s Office hostage negotiators attempted to make contact with the suspect but he did not initially respond or comply with commands to come out of the house.

After a standoff lasting approximately four hours and as the SWAT Team was making preparations to deploy tear gas, the man finally came out of the house unarmed and surrendered without further incident. The 42 year old white male and a female companion, who was also in the residence, are currently being interviewed by Sheriff’s Office detectives. The Florida Department of Law Enforcement Crime Scene Unit has been requested and will assist with processing evidence at the scene. Charges are anticipated. However, due to the ongoing nature of the investigation no further details are available at this time. Additional information will be provided when it becomes available for release.

Four Arrested in SWAT Raid on Drug House http://putnamsheriff.org/blog-63-four-arrested-in-swat-raid-on-drug-house Wood, Wise, Biddle, Beasle Palatka, FL: On Friday August 29, 2014, Putnam County Sheriff’s Deputies executed a narcotics related search warrant at 173 Lettie Lane in Palatka. The search warrant was obtained after Putnam County Sheriff’s Office Drug & Vice Unit detectives conducted an undercover investigation which confirmed that methamphetamine was being manufactured and sold from the residence. Sheriff Jeff Hardy assigned the SWAT and Rifle Security teams to execute the search warrant after it was learned that at least one of the subjects expected to be in the residence has a criminal history of carrying concealed firearms and violence against law enforcement officers.

Deputies moved in at about 8:30 A.M. to execute the warrant after a surveillance team confirmed all children waiting at area bus stops had boarded their busses and were no longer in the area. Members of the Special Operations Group did not immediately enter the home due to the extreme combustibility and poison vapors associated with the manufacture of methamphetamine. They first surrounded the residence and began making announcements ordering the occupants to come out. During this potentially dangerous period of time, deputies took shelter in a defensive position behind a wheeled Sheriff’s Office vehicle which is outfitted with heavy bullet proof armor.

Once all occupants were believed to be out of the home, the Sheriff’s Office robot was remotely deployed to search the home. Finally members of the Sheriff’s Office Methamphetamine Lab Response Unit entered the home to search for evidence. The search revealed a small amount of processed methamphetamine and several paraphernalia items associated with the use and manufacture of the drug.

Although no child was present at the time the search warrant was served, it was apparent to deputies that a child resides in the home. The Florida Department of Children and Family Services were notified. Putnam County Code Enforcement Officers also responded to the scene and the home was condemned.

Sheriff Hardy said, “This case is an excellent example of the results of citizens reporting suspected drug activity to the Sheriff’s Office. This investigation began after members of the community reported apparent drug activity taking place in the home.”

As a result of this investigation, four subjects were arrested and charged as indicated below.

School will be back in session on Tuesday, August 19th http://putnamsheriff.org/blog-55-school-will-be-back-in-session-on-tuesday-august-19th School will be back in session on Tuesday, August 19th and we would like to remind everyone to watch out for school buses, slowdown in school zones, and to obey the school crossing guards. The traffic safety laws related to school zones ...and school buses are on the books to protect our children. At the Sheriff’s Office we take them very seriously and there is no leeway in their enforcement. We can all help keep our children safe if we will just pay attention and obey the law.

With that said, we would like to specifically address one question related to school busses that we are frequently asked each year. That question is when do you have to stop for a school bus traveling in the opposite direction and when is it ok to keep going.

According to section 316.172, Florida Statutes:

"(1)(a) Any person using, operating, or driving a vehicle on or over the roads or highways of this state shall, upon approaching any school bus which displays a stop signal, bring such vehicle to a full stop while the bus is stopped, and the vehicle shall not pass the school bus until the signal has been withdrawn. A person who violates this section commits a moving violation, punishable as provided in chapter 318.

(b) Any person using, operating, or driving a vehicle that passes a school bus on the side that children enter and exit when the school bus displays a stop signal commits a moving violation, punishable as provided in chapter 318, and is subject to a mandatory hearing under the provisions of s. 318.19.

(2) The driver of a vehicle upon a divided highway with an unpaved space of at least 5 feet, a raised median, or a physical barrier is not required to stop when traveling in the opposite direction of a school bus which is stopped in accordance with the provisions of this section.

(3) Every school bus shall stop as far to the right of the street as possible and shall display warning lights and stop signals as required by rules of the State Board of Education before discharging or loading passengers. When possible, a school bus shall not stop where the visibility is obscured for a distance of 200 feet either way from the bus."

Ok, in plain language that means:

You must stop for a school bus that is going in the opposite direction and has flashing red lights and the stop arm extended – unless you are on a divided highway that has either a five-foot unpaved space such as a grass median or a physical barrier such as a concrete wall separating the roadways. If which case you should continue driving at a legal speed, but with an increased awareness that school-aged children are in the vicinity. If you are ever in doubt, the prudent thing to do is stop.

The current fines for speeding in a school zone are:

6-9 mph over - $153
10-14 mph over - $303
15-19 mph over - $403
20-29 mph over - $453
30+ mph over - Mandatory court appearance

The penalty for passing a stopped school bus is a mandatory court appearance, plus 4 points on your license.

Sheriff Jeff Hardy said “The really important thing to remember is that anywhere you see school buses, school zones, or school crossing guards then children will be in the area as well. We all know that children are unpredictable and are a danger to dart into traffic at any time. It’s your responsibility to slow down, watch out for them, and be prepared to stop with little or no warning if necessary. Please, just drive safely and help us keep the kids safe”.

Over Five Thousand Dollars of Drugs Recovered after Foot Chase http://putnamsheriff.org/blog-54-over-five-thousand-dollars-of-drugs-recovered-after-foot-chase D'Juan FosterEast Palatka, FL: On August 12, 2014 at approximately 3:00 pm Putnam County Sheriff’s deputies were conducting narcotics enforcement patrols in the area of Putnam County Boulevard. Deputies noticed a suspicious white Ford Explorer in front of a residence known for past drug activity. As they approched the area the vehicle suddenly drove off. The vehicle then ran a stop sign causing the deputies to attempt a traffic stop. The driver, later identified as D’Juan Antonio Foster, drove into a yard on Youngs Lane, jumped from the vehicle and fled on foot carrying 2 large bags. As deputies engaged in a spirited foot chase through yards and over fences, they observed Foster throw the bags into the brush in two different areas. The foot pursuit ended when deputies Josue Garriga and Cole Glaser caught up to Foster and took him into custody.

When the deputies recovered the bags thrown by Foster and walked the path of the pursuit, they discovered that Foster had discarded 28 small bags containing a total of 23 grams of powder cocaine, a large bag containing 326 grams of marijuana, scales used for weighing narcotics and other paraphernalia associated with the sale and distribution of drugs . The recovered narcotics have a street value of between five and six thousand dollars. Sheriff Jeff Hardy said “This type of enforcement and intervention by our patrol deputies is effective in taking drugs and criminals off the streets of our County and is one of the reasons the County crime rate continues to decline”.

Foster was charged with possession of cocaine with intent to sell, possession of marijuana with intent to sell, maintaining a drug vehicle, possession of drug paraphernalia, and driving on a revoked driver’s license. Foster is being held in the Putnam County Jail on a bond of $40,000.00
